TBEF Board Composition

The TBEF Board consists of seven members who provide the overall guidance and oversight for the group. Board members serve indefinite periods and are designated with a primary area of responsibility focused on the specific needs of the members.

Bill Phelps is a Founder of TBEF and currently serves as the TBEF CEO & Chairman of the Board. From this position, he provides overall guidance for the organization and is the principal facilitator of weekly meetings. Lee Perla is a Founder of TBEF and currently serves as the TBEF Vice Chairman as well as the Technology Chair. Lee is an IT executive with an exceptionally diverse background in many industries. He frequently performs interim executive roles as well as specialized consulting engagements. Lee has resided in the Tampa Bay area since his retirement from the Army in 1994. Barbara Bateman is a recent addition to the TBEF Board. She has been instrumental in advancing the organization's agenda as well as organizing a number of successful TBEF events. Patricia Deering is a TBEF Board member and serves as the Secretary and On boarding Chair. As the owner of FranNet of Greater Tampa Bay, she and her team provide consulting services to individuals considering business ownership. Richard Spivey is a TBEF Board member and serves as the Treasurer. Rick was formerly a senior executive in the healthcare technology field, but recently became the President and owner of a local service business operating throughout the state. John Hamerlinck is a TBEF Board member and currently serves as the Networking and Education Chair. John is also responsible for training TBEF members on the benefits and use of LinkedIn. John has served in a variety of roles and industries. Another of his many distinction is that he moderates a local Toastmasters chapter that has helped many TBEF members.
